Polar Bear Event Leads to Numerous Arrests

On 01-28-16, officers with the City of Carbondale Police Department, the SIU Department of Public Safety and the Illinois State Police monitored the activities associated with the highly publicized, non-sanctioned 'Polar Bear' event.  Officers were deployed to monitor areas where there were large crowds of people, large house parties, highly traveled pedestrian routes and areas with licensed liquor establishments who were participating in the 'Polar Bear' activities and attracting large groups of people.  The goal was to deploy officers in a manner which primarily attempted to ensure the personal safety of the students and other individuals who participated in these highly publicized events.  The result of the enforcement of state laws and city ordinances by the City of Carbondale Police Department and the Illinois State Police include a preliminary total of 91 citations being issued to 89 individuals.  There were 49 citations for Underage Possession or Consumption of Alcohol, 35 for Public Possession of Alcohol, 3 for Public Urination, 2 for City Battery, and 1 each for Leaving a Bar with Alcohol and Amplified Sound. Of those citations, 84 were for violations which occurred on public property, such as a street or sidewalk, or on private property.  The remaining 7 violations occurred inside or outside of the licensed liquor establishments during compliance checks.  Of those violations, 2 occurred at Pinch Penny Pub, 2 occurred at Stix, and 3 occurred at Levels.  Of the 89 individuals who were issued citations, 63 of those cited reported they were currently students enrolled at a college or university, with 30 indicating they were SIU students, 33 indicating they were students at another college or university and the remaining 26 either refused to provide their status as a student or who have yet to be identified as a student who is currently enrolled at a college or university.
